The new State-Regions Agreement<\/strong>, which came into force on May 24, 2025<\/strong>, marks an important turning point in mandatory health and safety<\/strong> training in the workplace<\/strong>. The Agreement, approved on April 17, 2025<\/strong>, fully repeals previous agreements<\/strong> and establishes unified criteria for the duration, minimum content and delivery methods of courses, in accordance with the Legislative Decree 81\/08, art. 37. <\/strong>.<\/p>\n<\/blockquote>\n

Objective of the new Agreement<\/h3>\n

The document aims to:<\/p>\n

    Ensure consistent and qualified training<\/strong> throughout the country;<\/p>\n<\/li>\n

  • \n

    Making the company’s prevention system more effective;<\/p>\n<\/li>\n

  • \n

    Provide clear rules on the duration, content, modalities<\/strong> and updates of<\/strong> courses;<\/p>\n<\/li>\n

  • \n

    Introduce tools to verify the<\/strong> real effectiveness<\/strong> of training.<\/p>\n<\/li>\n<\/ul>\n

    The Main Novelties of the 2025 Agreement<\/h3>\n

     <\/p>\n

    1. Mandatory Training for Employers.<\/h5>\n

    For the first time<\/strong>, all employers<\/strong> must take a mandatory course of at least 16 hours<\/strong>.
    If the company is also a contractor on temporary or mobile construction sites<\/strong>, the course is extended to 22 hours total<\/strong>.<\/p>\n

    Goal<\/strong>: To strengthen the employer’s awareness and active role in safety management.<\/p>\n

    2. Executives: Changes to Training<\/strong><\/h5>\n
      \n
    • \n

      Reduced basic training duration<\/strong>: from 16 to 12 hours<\/strong>;<\/p>\n<\/li>\n

    • \n

      Additional 6-hour module<\/strong> for those working at temporary or mobile construction sites<\/strong>;<\/p>\n<\/li>\n

    • \n

      Ability to conduct part of the training in a tracked and certified e-learning mode.<\/p>\n<\/li>\n<\/ul>\n

      3. Preposti: Mandatory Biennial Update.<\/h5>\n

        The frequency of updates changes from every 5 years to every 2 years<\/strong>;<\/p>\n<\/li>\n

        Update to be conducted in-person<\/strong>, with practical content dropped into the business context;<\/p>\n<\/li>\n

      • \n

        Focus on active vigilance, noncompliance reporting, suspension in case of serious and immediate danger.<\/p>\n<\/li>\n<\/ul>\n

        4. Verification of the Effectiveness of Training<\/h5>\n

        Assessment of learning<\/strong> becomes mandatory<\/strong>:<\/p>\n

          Charged to the employer;<\/p>\n<\/li>\n

        • \n

          To be carried out through questionnaires<\/strong>, practical simulations, oral tests or other documentable methodologies;<\/p>\n<\/li>\n

        • \n

          It must also<\/strong> be repeated in periodic updates<\/strong>.<\/p>\n<\/li>\n<\/ul>\n

          During the 12-month transition period<\/strong> (until May 23, 2026), it will still be possible to start courses based on the previous State-Region Agreements<\/strong>, but within the total 24 months<\/strong> (until May 23, 2027) all will have to comply with the new arrangement.<\/p>\n<\/div>\n<\/div>\n
