New State-Regions Agreement 2025: What’s New in Occupational Health and Safety Training

The new State-Regions Agreement, which came into force on May 24, 2025, marks an important turning point in mandatory health and safety training in the workplace. The Agreement, approved on April 17, 2025, fully repeals previous agreements and establishes unified criteria for the duration, minimum content and delivery methods of courses, in accordance with the Legislative Decree 81/08, art. 37. .

Objective of the new Agreement

The document aims to:

  • Ensure consistent and qualified training throughout the country;

  • Making the company’s prevention system more effective;

  • Provide clear rules on the duration, content, modalities and updates of courses;

  • Introduce tools to verify the real effectiveness of training.


The Main Novelties of the 2025 Agreement

 

1. Mandatory Training for Employers.

For the first time, all employers must take a mandatory course of at least 16 hours.
If the company is also a contractor on temporary or mobile construction sites, the course is extended to 22 hours total.

Goal: To strengthen the employer’s awareness and active role in safety management.


2. Executives: Changes to Training
  • Reduced basic training duration: from 16 to 12 hours;

  • Additional 6-hour module for those working at temporary or mobile construction sites;

  • Ability to conduct part of the training in a tracked and certified e-learning mode.


3. Preposti: Mandatory Biennial Update.
  • The frequency of updates changes from every 5 years to every 2 years;

  • Update to be conducted in-person, with practical content dropped into the business context;

  • Focus on active vigilance, noncompliance reporting, suspension in case of serious and immediate danger.


4. Verification of the Effectiveness of Training

Assessment of learning becomes mandatory:

  • Charged to the employer;

  • To be carried out through questionnaires, practical simulations, oral tests or other documentable methodologies;

  • It must also be repeated in periodic updates.


Deadlines to Remember

During the 12-month transition period (until May 23, 2026), it will still be possible to start courses based on the previous State-Region Agreements, but within the total 24 months (until May 23, 2027) all will have to comply with the new arrangement.

  • Training institutions will have to adapt to the new teaching standards and traceability of pathways;
